Arthur Franklin Hobbs was the fifth and final child born to Joseph Overton Hobbs and Catherine Malone Devlin. He was born on July 30, 1891 at South Cottonwood, Salt Lake County, Utah. He was born and reared in a loving home with parents who stressed the importance of education and acquiring skills. He was a student at LDS University, which enabled him to compete in the business world.

Arthur served in France in World War I.

He married Effie May Hansen at Salt Lake on November 7, 1917.

When the 1920 census was taken on January 8, Arthur, Effie and their first child, Andy, were living at Midvale City, Salt Lake Co, Utah. Arthur was 28 and was working as a car repairer for the railroad. Effie was 27 and Andy 1 year 5 months.

The 1930 census, taken on April 5, recorded the family still in Midvale. Melba, then aged 8, had been added to the family since the previous census. Arthur was working as a laborer at a lead smelter.

Arthur is still remembered with fondness by residents of Midvale. He was healthy and vigorous and personable, active in community and church affairs and loved his family. He belonged to the American Legion and was a volunteer fireman.

Effie May Hansen was born on January 22, 1892 at West Jordan, Salt Lake County, Utah, daughter of Martin Hansen and Lydia Wright. Following her widowhood, Effie married briefly, and was divorced from, Roy E. Nordberg. She lived a long, happy life and was revered by her family. She worked at various jobs, acquired a lovely home in Midvale, Utah, where she died at the age of 90 on September 18, 1982. She is buried in the Midvale City Cemetery near Arthur.
